Cannot add new payment method

Hello,

In the extensions of my store, this is what it comes up with and i cannot add a payment method. Please look at the screenshot attached

Things just got moved, if you were used to previous versions of Opencart. You can add all the payment methods you want, just got to upload them under Extensions > Installer, and then install them under Extensions > Extensions (selecting payments in the dropdown)

I tried this but there is no dropdown menu in my extensions icon. I am looking to install paypal on my new site.
Any help to install paypal would be great. This is my forst install of opencart
