I was able to get assistance by contacting the Opencart website support.
For the next person that has this issue, this happens with accounts that are automatically created for the Forum based on your Opencart.com account. I was advised to not use an account connected with my web account and create a new, dedicated Forum account.
As you can see, with this new account I can reply to existing posts.
