Is there a way I can have an option for the customer to be able to pick local pickup?

Yes, change the text for "Free Shipping" to "Local Pickup"

I want to have local pick up, and also free shipping over a certain dollar amount. Suggestions? Right now I'm using a coupon code for local pick up but that's really way less than ideal.

These are both in the core. Just enable them from the shipping menu

There's no local pick up in the shipping methods, and I'm already using flat rate for my free shipping. I have the flat2 add on for flat rate regular mail shipping as well.

Pickup was added in 1.4.4 I think.. or 1.4.6. It's definitely there in 1.4.7
