Cannot edit orders / how to modify permissions?

From the dashboard -> Total Orders / view more... -> click the pencil icon beside the order I want to edit -> unable to edit anything except customer details.

Then, once customer details are edited, cannot edit anything else.

Is this expected behavior? Any way to jump to the spot I want to edit without going through the full process?

Yes, this is normal behavior. You can't avoid it without extension, which will turn tabbed order editing page into one big form.
