Got a question is there a module that can make a quote for a entire cart i now there is one for a single product

Yes there is. Check dual cart extension on opencart.
Quote extensions of opencart
You can have quote for entire cart. You can have quote and add to cart both for products. You can have just quote for products.
Once quote submitted, admin can add their price and customer can then pay on that price. Very powerful extension.

if i place some products in the cart it will not show Ask for Quotation so this will not work

So if you add to cart, you can find product in shopping cart.
If you click request quote, then you can find in quotation request page.
And if you disable separate quotation cart then all quote products and add to cart products shall be placed in shopping cart.
