sending promotion mail to order status "delivered"

Hi, I planning to advertise promotion to only order status "delivered" because I made status such as "Fraud" and "be careful" which I do not want send my e-mail to these customer. I checked
admin/sales/mail/
but there is no way to send mail by order status.
Is anybody know extension or how to modify code to do these work?

You might be better of with a MailChimp extension and then sending the emails from there because if you get too many complaints about your email campaign you might find customers aren't getting their order notifications. You can also filter easily on anything in MailChimp.
