PayPal might have a point here. Looking at the callback method of the PayPal Standard payment modules seem to be a bit vague based on the sanitized values when forming the request. I would suggest to put your site under maintenance from your admin - > systems - > settings - > edit store - > server tab - > Maintenance Mode: On. Then, go to your admin - > extensions - > payments - > PayPal Standard. On this page, set the debug mode to: Yes. As for the sandbox option on this page, it may or may not be able to reproduce the same issue so you might have to create a true order to see what your customers notices real-time.

Here's a FAQ topic for setting your Payment module on debug mode: http://forum.opencart.com/viewtopic.php?f=170&t=165829

Once the error message provided by PayPal, see this topic on how to view the Opencart error logs: http://forum.opencart.com/viewtopic.php?f=190&t=165636 (error logs section) and post on your next reply the latest event by date time regarding the pp_standard.php file (if any).

With regard to your suggestion to check error logs , There are no errors showing in admin or in c panel
So is it possible that because they are paypal generated errors they aren't logged at at all ?
Thanks

By using the debug mode (when applicable from the extensions payments) this should also demonstrate the API activities while calling ther PayPal Standard systematically.
