Opencart v2.3 - Set subject to change price message on chk

Merchants should have the possibility to add a subject to change price message on top of the order totals in checkout before the customer confirms the order. It is agreeable to say that a license agreement policy can be added. Although, due to countless extensions installed, the order totals may be recalculated at any time before confirming the final step of the created order.
