Get (x)percent of total order if CAD was selected.

How can I make customer to pay online (for example) 5% of total order if he select Cash On Delivery method?

If you just need a flat value (e.g. 5.00) or flat percentage (e.g. 5%) then you can use Simple Payment Fee for that. If you need more complex criteria, like different fees for different total amounts, then you can use Payment-Based Fee/Discount.
