Paypal Pro All zones active but....!!

Hello,
With paypal pro I have all zones active and enabled but an Austrian customer claims that he gets the following message
" merchant country Austria is not supported "... Anyway out of this dilemma...??

PRO is only available in US/UK/Canada
You can use Express for credit card payment in this case!
