Installed import/export tools. (Over 3 times now)
I see it in the user groups and enabled it. (as shown in picture)
When I try to use it it's no where to be found (also in attached picture) What can I do?

(Solved) Re-installed the plug in. Had to have the Extension Installer and modification screen available in order for it to work. Both was giving me permission issues. I found that both modules were missing also, so I reinstalled them (had to re download the Open Cart Package), re installed the modules and then used the installer to finish up the module's. Cleared the cache then BOOM!!!! Import Export is now working again. As well as other modules I was having problems with. YAY!!!!!
