Multiple Item Discounts with Special Price

Hi,

Running Opencart V2.0.1.1 and having a problem with the multiple product discounts not working if there is also a special price running.

Is this still a bug? or is it not possible to have a product with a special price which can also be discounted further if you buy them in bulk

e.g Item A is £40.00. Currently on special at £25.00 however you can buy 5 for £22.50 each or 10 at £20.
