Move Warning Alert

Hi there,

Does anyone know how to move where the warning alert is on the page? I would like to move it further down towards where the continue button is.

Reason for this: I have a mobile version and when you have an error you have to scroll up the page to realise there's an error I would like the error to appear directly in front of the user

I have tired moving error message tags around in shipping_method.tpl but being a coding beginner I havn't successfully got it to work
