Overseas shipping flat rate

I'm trying to setup a cart with a flat rate shipping (£20.00) for any orders from outside the UK and a range of options for in the UK shipping (Next Day, Recorded, Standard).

I'm guessing that for the UK delivery options I could set up 3 GeoZones with different names and have a flat rate for each but I'm struggling with the flat overseas rate. Is it possible to set up a GeoZone that excludes just the UK and then apply a flat rate to this?

unfortunately not easily.. not at this time. There is no way to do "All countries except this 1"
The only way currently is to add all countries manually.. which sucks. It's a known inconvenience and will hopefully be improved someday.
