Tax on shipping

My store is charging Tax on shipping as well as product, instead of just product. i cant find any settings for this.
anybody have this issue?

Go to your shipping module and un-select the tax charged for shipping.

ok so im using lower 48 shipping mod and there was a dropdown that had taxable goods and for somereason i thought that was shipping should be applied to goods, as opposed to downloadable. i guess that means you can charge shipping on downloadable goods?

at any rate changing it to none fixed it. thnx
