You should have installed a third-party extension, which requires manual modification of your core files. When you uploaded the files of the newest version of opencart, those modified files were overwritten.
Check if there is such a extension, open the instructions file and make the manual modification again.

And I have already tried to reupload those files but it didn't do any good. Same thing. I think I may just go back to the older version that I know works. This is the 3rd time I've tried using the newer version of opencart and I'm always getting some type of error
v1.5.6.4 works without any issues. I don't believe I saw you mention it but are you using v1.5.6.4?
