Category based shipping

i would like the following shipping parameters and have bought the category based shipping option and installed ...but cant get it to do what i think it should

i have wholesale and retail and three currency options

would like wholesale geo zone uk up to 24 items charge 9.99
wholesale geo zone uk 25 plus free

would like wholesale all other geo zones up to 18 units charge £30.00 and convert to appropriate currency
19 to 30 units charge £40.00 and convert to appropriate currency
over 31 units charge £80.00 and convert to appropriate currency
would like retail uk , usa and euro over £18.95 free , under £4.99
would like retail other zones to be £6.00

i have applied the parameters above , test it and it doesnt work

Does this extension do all this , can anyone help me with the settings to make it work ?
