I've been using Qphoria Estafeta Shipping module for Mexico since the beginning of its creation.

Two things I'm attempting to accomplish:
1. Add 16% tax to the Estafeta prices quoted. I've attempted doing this by creating a tax rate and class, then applying it to the Shipping module. It worked well when quoting the shipping price during the checkout process. With the exception of not adding the the final Estafeta shipping total with the 16% to the sub-total or final product total. It would just add the shipping amount.
2. Once a guest adds a product to their cart, the Estimate Shipping & Taxes option is only quoting shipping to International addresses outside of Mexico. But, when quoting domestic shipping, nothing appears.

1. Taxes on shipping rates will show up in the quote, but when actually applied to the order, the tax will show up in the "Taxes" line item. If your "Taxes" Order Total is enabled, it should be appearing and added to the Total. If you're looking to have a hidden adjustment to the shipping cost, I do have a Hidden Shipping Adjustments extension.
2. It sounds like your geo zones aren't set up correctly, if you're getting location-based errors. I'd double-check your geo zone settings in your shipping method, as well as which country/regions your geo zones are associated with.

I appreciate the response, just wish Qphoria would help me out since he created the Estafeta shipping extension.
Anyways, I should have elaborated, in addressing your suggestion to number 2. I have had the same geo zones setup for several years without a problem until recently. And the Estimate Shipping & Taxes was quoting estafeta rates fine up to this week.
Just found the problem: In the admin panel under Settings/Server Tab/Display Errors I chose "No" and everything is quoting properly now for the Qphoria Estafeta shipping extension when guests want to "Estimate Shipping & Taxes"
As for adding 16% to existing Estafeta shipping amounts, have a look at the two screen shots that display 16% added to Estafeta shipping choices selected before and then the total listed after. The 16% is not adding in the total. And I have "Taxes" in the Order Total enabled. Along with Shipping, Sub-Total, Total, Gift Voucher and coupon.

That's strange, it looks like your "Taxes" Order Total is not enabled, since it's not adding the line item. I can't think of any other explanation, unless the extension is not setting the tax_class_id right. But if it was working until a few days ago, then I'm not sure. Hopefully Qphoria will respond to you at some point, if the issue is with his extension.
As for setting "Display Errors" to "No", this should always be done in a live shop, to avoid customers from seeing errors and warnings. You can leave "Log Errors" set to "Yes" in order to keep a list of them.
