USPS - First Class International not working

The "First Class Mail International Parcels" option doesn't appear as a choice for international shipping even though it's selected in Extensions/Shipping/International Services. "First Class Mail Parcel" does work for Domestic shipping. I'm using O.C. Version 1.5.6.1. What does appear for USPS are the more expensive choices (Priority Mail Express, Priority Mail International, etc.). Weight for item is only 3.40 oz. / .21 lb Geo zone includes area shipped to Japan/Kanagawa 250-002. but the problem is occurring with anything I try to ship outside the country. I've attached my settings. Any help would be appreciated!!!
