disable "shipping method required" warning

Hello

login as admin and then want to change order state in
sales/orders/edit/totals/shipping method
I cant select a shipping method but I have shipping free selected.

When I save and get out I get error message "shipping method required".

How to disable this ?

Or better how to disable shipping completly ?
In admin area Extension/shipping and Extension/Oder Total I disable all shipping
but theres no checkout without shipping.

set all products to "shipping not required"
