UPS shipping error

I have a site that has been up a few years running 1.5.2.1

I am pretty sure it was working earlier today but now when I add a product and estimate shipping I get this error:
110000: XML Rating and Service Selection Service Unavailable

I only have ups enabled and have the UPS Deluxe mod. Removed the UPS Deluxe mod but no change.

I will try restoring some of my files from back up to see that makes a difference but I haven't made any changes/updates to the site.

Any tips on how to troubleshoot would be greatly appreciated.

I am also seeing this same issue in 1.5.1.3 using the standard UPS module.

The error only occurs with a quantity of 2 or more.

I found TEST was turned on... but the problem is intermittent... so I will report back if that did not fix it.

Test was found in Extensions -> Shipping -> UPS.

I had looked through the settings and missed that, test WAS turned on.
It does work fine with 2 or more items though. Wonder how that setting was turned on, haven't updated anything in a quite a while?

I don't know how my customer's setting was turned on either. Maybe I forgot?

Everything was working fine for a while though. Everything is normal for the day. Hope your site is as well.
