Step shiping same as billing not appearing

Hi,

in my open cart installation the step shiping same as billing is not appearing which makes it impossible to add a different shipping address then the billing address, we want the customer to be able to add a different shipping address then the billing address, please recommend

i just figured this out, it is because the item i am adding to cart has been marked as not require shipping, changed it and now i am getting the step that was not present there
