it says:
CSS "NO" inline styles
Meaning that he removed ALL of the inline styles of the original theme and put them into CSS ONLY.
Why I hate inline styles... because they ISOLATE that style into one file & it becomes an orphan (& a thorn in my side if I want to update the design)
Anyway. Yes, this template can be cleaned up even further. I didn't even try to clean the order of the stylesheet as I just wanted to release it. So feel free to clean up to your liking.
