You have venerable 1.5.0.0 that has evidently been in service and stable but recently began not loading two .css files. Does it also not load the other two .css files (for IE)? Does it refuse to load .css anywhere else? When did not loading .css start, just before you started the thread? I wouldn't reinstall it, but freshening certain files might (not right now) be appropriate, except, perhaps, to send up new copies of the four .css files.
Fully stabilized 1.5.0.0 is dependable and should not do that, let alone after long service. The php.exe and php.ini settings are not suspect, if wrong they would affect substantially more than the loading of .css files.
What is in your /download/ directory? If you are using SSL, is HTTPS in both config.php set correctly for the theme/ location? Does unchecking SSL change the behavior back to normal? Did you make any very recent changes in those, .htaccess, or any other files that tell OC where its own body innards and limbs are?

Hmm, you seem to have reinstalled it, I'm seeing defaults with most of the demo products not there, nothing to indicate that you're selling anything but a very few demo products, and footer links going to 404 or to default examples. That suggests also a new database, with prior not Imported or Restored from an Export or Backup. It would be appropriate to put what you had back in place, both files and database -- you presumably had products, etc.. The way it sits, you had a flat tire and replaced the vehicle itself.
