layout, header, footer separate?

Do the header and footer really need to be modules?

Are the header/footer ever going to be called separately from the layout? I highly doubt it.

Merging them together will give designs far more flexibility, and faster code, as it will be calling less all the time.

IMPORTANT NOTE: This is a suggestion for the core, there would be no point in implementing this each time there's an update.
