Weight based shipping JNE & Pos Indonesia

Actually I wanted to send a PM to Qahar about my problem but there is this warning I should not bother anyone with general questions or assistance. So I post it here. Anyway, I guess if anyone it will be HIM who can help me

I think I understand how the weight based shipment module works and (more or less) how I can determine Geo zones.
The genuine problem in Indonesia is that shipping costs usually vary not only from region to region but even within the same region. Because of the geological formation of these islands certain locations are hard to reach so the shipping costs (and delivery time) can be double or more compared to the neighbouring village.
Obviously the weight based shipment module can either cover only certain locations or - if I set average shipping fees - I need to work with a lot of credits or extra bills for deviant costs.

I can understand why there are no extension modules for JNE, Pos Indonesia or other courier services here. It's way too complicated!
Having searched these forums a lot and benefitted from a lot of helpful advices I am confident someone out there (Qahar?) might have a possible solution to solve this dilemma.

Can the regions be differentiated based on postcode? If so, you could use Formula-Based Shipping, and create rates based on both weight + postcode criteria. So BozWo, its been 2 year. so what are you using for shipping then?
