The aim of the file was to increase the number of places after the decimal point to prevent weights from incorrectly 'rounding up'- which it does.
For example if you had a product weighing 1.055kg then the default Opencart install would display 1.06kg which may lead to incorrect shipping fees etc. This vQmod will display it correctly at 1.055kg.

I am not sure I completely understand, but I think you have the opposite problem from the previous posters?
If you are sure you want to loose the numbers after the decimal point then simply change the code in the xml file. Open it up in a text editor and search for the two instances of '3' and change them to '0'.

Your problem is not related to what the previous posts are about.
I don't know why you are getting an additional 0.2kg added to your product - is it just this one product, or all of your products? If it is just one, then the three areas you need to double-check are:
1. You have definately entered the weight correctly in the product data field
2. You have not accidently put 0.2kg in one of the product options
3. If grams are your default weight - do you have them set to 1.000000 in System>Localisation>Weight Classes
