When I go to add an option to a product, it's normal that I want that it have to be published. It mean that it's obvious that the quantity can be every number apart zero, but by default the quantity of Options is ZERO. I strongly suggest ot create a vqmod extension adding the possibility to define a default quantity of ptions different from zero.
