Everybody's saying that the Admin3 is better for small screen because it uses less space, but it's not true. If you're in a tablet in landscape, maybe it'll do a small difference (really small), because the menu may still be horizontal (if it fits without breaking because of the logo), but in any smartphone and tablets in portrait it'll probably become a button+dropdown, so the two options will occupy the same space.
So if I'm right, the decision is just aesthetic, both will have basically the same experience.
One thing that I don't like about the Admin3 is that it uses just the sign of the logo, and to be honest, it's not strong enough to be alone in such a situation. It really should have the opencart name.

I was thinking more of a laptop, say 800 vertical resolution, as a very common small screen. Admin3 just fits a little more on screen.

What have you said about the smartphone and tablets is true. But the admin3 will be nice in laptop and it will not gave you an empty space in your screen. Also, the small logo look good and work with template

I prefer admin3.
