Canada Post module & "Regular" mail charging same as Expedit

We only need to offer two types of shipping as we're located in Canada and only ship via Canada Post.

1. Expedited Canada Post (fastest and most expensive). Example cost $16.50 from Toronto to Alberta in a box.
2. Regular Canada Post (oversized regular mail). Example cost $2.10 from Toronto to Alberta in a skinny mailer.

For some reason the "Expedited" and "Regular" are the exact same shipping rate, when they shouldn't be, (see my attachment).

What am I missing for it to be charging the same rate for both methods (Expedited & Regular)?
