Should this be a Bug in 1.5.4.1?

Hi,

I'm with some troubles in getting the open cart 1.5.4.1 passing the checkout process after I delete the default/demo categories and products.

Do the following:

1- Install opencart 1.5.4.1
2- Delete all products and categories
3- Create a category and a product
4- Buy that product
5- Go to checkout process using guestcheckout/user checkout

You will see that "Region/State" does not work anymore and you simply can't checkout.

The JS error is: i.exec is not a function.

This is a known bug?

Nope. Is this an upgrade or a fresh install? Also, how do you have your checkout configured?
