Problem with Chmod

I can view the config files to chmod them

I can't view them via ftp or from my hosting, which means i'm stuck on the installation page

Even when i upload them via ftp - they are not viewable

Another warning at top of install page

Warning: filesize() [function.filesize]: stat failed for ../config.php in clubbingposters.com\install\index.php on line 21

Mine is: "Warning: filesize() [function.filesize]: stat failed for ../config.php in /home2/akidnaco/public_html/install/index.php on line 21"
I don't know what to do as I cannot properly install this now.
I have tried versions from 1.5.2.1. down to 1.5.1.3 and going backwards until I find the version that will work.
It is most upsetting as this is the first time I have wanted to install a near recent version.
Can anyone else help please?
