can't add image into welcome message?

I tried to add a image into the welcome message, but when I chosen the image from the image properties windows, there is no 'insert' or 'add' menu to add the image.

How should I do to add a image into the welcome message?

just double click on the image in the image properties window.

Running Opencart v3.0.3.2 with multi-stores and the default template from https://www.labeshops.com which has links to all my stores.
