This fixes the issue discussed here:

Where firstclass services were not showing except for postcard. Now all firstclass options will show when the cart weight is less than 13oz.
I also added sorting lowest to highest
If using OpenCart 1.5.x
You only need this if running a version of 1.5.x older than 1.5.1.3
If using OpenCart 1.4.x
You SHOULD download the 1.4.x version as it is newer than the one in 1.4.9.6
