Shipping options are selected before payment as long as your product has "Requires Shipping" set to Yes.
Take a look at some of the shipping contributions if you are looking for a specific shipping company. Otherwise, if it just generic pricing, you can use the zone or weightbased shipping

When I created a dummy shopper ID. I do not get any email notification.
I did try log out and log in, it works for user to select product and go for payment.
Any way to confirm the email notification for newly registered user work?

Are you running this on a localhost or a a real host? Localhosts don't usually have a mailserver so you wont get an emails, but it should work if its on a real host with cpanel and all.

And no you dont need to make it that difficult for shipping. You can use the zone shipping to do by weight like:

5:7.50
8:9.50
etc

Thanks for helping out. I am using a free hosting site to test before migrate to paid site.

1)The email question: In order to have very first email send from us (open cart owner) to shopper during their first time registration, do I have to create email and setting(like?) in my web hosting first? Any other setting needed in Opencart Admin?

2) For the shipping type, I am still trying out and shall feedback.

3) Any affordable(low price) and good hosting site already proven with Opencart which you can share with me? Also any successful websites which already yield good result you can share with me?

1. No you should not have to do anything to get email working. It is all up to your server host. You just supply the store email in the settings
