Paypal 亂碼?

Hi,

I freshly installed 1.4.9.1 and patch with 1.4.9.2. My product name is using chinese character. I just did some testing by using paypal sandbox. I noticed that the product name displays incorrectly in the paypal screen. It is just a bunch of garbage. I belief it will happens to non-english character. Is it a bug? Is it a known issue?
