Do anybody know why Paypal charge delivery costs when its not added to any product and not activated in ordertotals in admin?????
When I tested a payment with paypal (and purchase a download) there is no charge of deliverycosts but when a customer purchase a download then Paypal charges delivery costs.
- No products delivery because only download
- Delivery deactivated in ordertotals (admin)
What else can I do???

Yes all the products are set to no shipping

Paypal has the option to set rates on their end as well. You need to clear all those settings. Follow this setup guide:

I had to contact Paypal to change the shipping costs. This is not standard in my account to change, that's why I couln't found it. Maybe some more people have the same problem.
For Dutch users
What you have to do is login to your paypal account, and when you're loged in past the following link in the browser :
https://www.paypal.com/nl/cgi-bin/websc ... e-shipping
Then you can clear all the shipping costs (button at the bottom of the page) and save.
For other users I guess you have to change /nl/ to your country code.
