Surely my account is premier but I don't see an option to "not requiere paypal account in checkout" I've read some topics and it says just modify that setting but I coudn't see that checkbox.

Then you don't have a business account. I think paypal used to allow Premier accounts to use this and then recently changed it to business accounts only.
