Need help updating from 1.5.5.6 to current

ETA: Since we'll be needing to start from scratch, and just transfer over data... I need to rethink the project. Thanks everyone!

I need someone to set up a new domain with a dev/testing subdomain (copied from my current live site), and then update from 1.5.5.6 to current Opencart, including important extensions on the dev site, then live. I have multiple domain names, and my current one (hosted somewhere separately) does not have ability to add subdomain, and my host provider is not responding to my messages. He was going to help me do this (set up dev), but I haven't heard from him in a month or so.

I also may want a facelift for the website, especially the home page, maybe the theme. Looking for some modern ideas, and ways to make the site more customer friendly, and updated. Thinking better information delivery for new customers. Side project- I'm also looking for a way to add some special options available only to certain countries for certain products.... not sure if that one's possible?

I would prefer to work with someone in the US if possible, and someone who could help me with little issues (paid of course) from time to time in the future. I could do all of this on my own, but I'm self taught, and I'm just tired of taking hours to figure out each little problem whenever I dive into this stuff, when a professional could do it so much easier, faster, and better.

Well, the only still usable Code is the Content of the 1.5.x Database,
everything else is obsolete. You have to fully install a new Version OC,
and then, get the old DB-Content reworked, to match the new DB, and
inserted/imported into the new DB. Check the Extension Section,
and select one of the known Specialists, to do this DB-Content Upgrade
for you.

No Problem
Just be aware, that the present official OC Release it far out of the past,
v3.0.2.0 July 18, 2017, since ton's of Misses have been found and partly fixed
since, but not included in this still official Release. And the latest MASTER
-Release still shows open ~77 Issues, and ~114 Pull request, as shown on
https://github.com/opencart/opencart
But nobody knows, what's gonna happen, the next (Sub?)-Version Release
is already overdue, at least compared with earlier OC habits

But I could not assist, when it comes to decide on, wich one to use best. I
am unfamiliar, from OC-2.3.x up, since they follow different technical philosophies,
and I have not learned hard, to 'handle' php, to now move on to TWIG instead, to
end up with visually and front-handling-wise nothing different, compared to
whatever 'bootstrap3-themed' OC before. Besides of placing 4'987 additional
files on a server, in the Vendor / TWIG Sub only , to obviously make it work...

But I also use a quick old Car, a quick old Woman, and some quick XP's, besides of a
~12+ years old pocket-size Nokia Handie, my old Man's old Car-License Plate (AG 187),
and some quick old OC's, and I don't even have a Tattoo, so, better don't count on me,
when it comes to define 'latest' OC standards of modern Lifestyle Shopping ...
