Just make SURE, to select someone, able, to provide more Information about him/her-Selfs than just an annonymous E-Mail Address. Every decent Developer has a working Site, a working Mail-System, and some traceable Address, making them as trustworthy as possible. It's just like in real Life, who would buy Services from 'hidden' Parties ? 
And who's not able to at least meet those minimal Requirements, should be 'handled' with great Care, some of them may only be after your (paid) Themes and Extensions, and possibly other Software, you have on your Server, or even implant some screwy things....
Just to mention this, as general Information !

If they would have, they can also show what they can and what have done in the past.
Seen to many clients which have hired someone from somewhere, paid them in advance (!!) .. and never heard of them.
All because these 'devs' took over this job for 'just a few bucks' - but at the end, the clients lost only money.
