However, there will be strings that would be different, either due to different spellings, or due to difference in more commonly used words, or due to more commonly used expressions. Further, I imagine that the flags will be different as well.

The point is despite the mount of different chars or structure being involved in the language packs, the packages are still distributed from the same page of the same website. These topic publicities still could of had just been created in one single topic to point out the assets.

I'm not sure about that, since many people check only their own language's sub-forum. Also, each link is an invitation to that specific language, rather than a general page on which the user would have to scramble to figure out what to do.

If the case, this section wouldn't be specific about languages: viewforum.php?f=189 - also taking the fact that the v3.x releases of that section hasn't been created yet while people are looking for specific language packs.

Not sure what you mean. The forum link shared by you points to a subforum for OC 2.0 and for "extension support".
