It would be great to have a sub-forum where excellent service is mentioned.

Yes I know developers have a rating on their mods.

However I'm thinking more of feedback on ad-hoc work, either paid work or alternatively people that are doing ongoing support for websites.

Looking at all the fraud issues, I'd like to know who is worth my time and money.

Well, probably not. At least, if you don't check first, from wich Dev you buy some Code.
And if your time is either expensive, or limited, you could always have someone to install
the Software according your requirements.

But better don't expect OC to function like a Smartphone-App, in contrary, OC is a very
comprehensive multi-language/country/currency/e.t.c. Framework-Construction, and many
different Versions of OC exist. Therefore, one has to make a Desicion, based on many Things,
and if one plans, to modify the existing Default Source in any way, one better has some
Knowledge on BASICS, or then, get someone, capable of handling OC.

But since OC itself comes for free, among with a range of free Extensions and Themes as well,
there is nothing really to expect, and nobody else to blame, if one cannot handle it. :D
Just like in real Life too...

Its a good idea, but the problem is that with a fully vetted system, people can bend it or skew success without actually mitigating jobs. A proper excellent service type of site needs "escrow" type features, with periods of review, security, and funds release.

I would suggest https://www.upwork.com for this type of validation. There are others too, but upwork does a good job. You can check out developer profiles to see past jobs, hourly rate, earned rate, successes, ratings, comments, etc. For example, here is my profile on upwork. I just started working through it in Dev 2017 so havent done too much through it besides ongoing jobs, but you can get an idea off the bat some kinda trustmark VS value: https://www.upwork.com/freelancers/~01c99840f529dfabf6

Looking around you will see other developer profiles that are far more vetted, with tons of comments...and others that are full of negative remarks and jobs not completed.
