I've browed several other posts with a similar issue but I wasn't able to find a fix relevant to the specific problem. I have a client site on 2.3.0.2. Other system emails are sending, but not the one in Marketing > Mail. Here are screenshots of everything that seemed relevant from the posts I browsed. Thank you for any help you can offer!

Posted in the OC v3.x general support section of the forum. Use SMTP instead of mail. See if the issue persists afterwards. In the meantime, post your server error logs, not your server access logs.

Thank you for pointing me in the right direction. I was looking at the wrong logs and found that /admin/index.php was triggering a couple modsec rules. I whitelisted and email is now sending.
