Hi i download the free theme wnweb-blue-theme-free12.ocmod. I can only replace the default theme with this new one if i go to MODULES -> THEMES -> EDIT. There i can find the theme.
But how can i replace the deafault theme inside SYSTEM->SETTINGS ?. I cant choose this new free theme. Its only showing default standard theme. ?

btw im running Version 3.0.3.7

With some themes all you have to do is to select the appropriate theme folder at Extensions > Themes > Default Store Theme > edit > Theme Directory and keep the default store theme in the System > Settings

I can see the theme. But when im edit the design and layouts it reads only from the default standard theme :( . Cant see any layout changes

You are talking in riddles here! OpenCart's Design > Layouts is independent of any themes, it just assigns the enabled modules to the various page layout positions.

If you really want some help here, you have to provide a clearer problem description, and give us the exact links to your theme extension and your website URL.

Guys im sorry but it works now. ::) But when JNeuhoff told that the layouts are independent of any theme that solved this. I was having problem adding the filters function. But i was adding the filter function wrong. I had not put in any filters inside any of the category only inside the articles ::) Therefor i didnt see any filters...lol..
