I have seen discussions about “creating rules” for things such as base shipping plus a per item amount. I can’t find any information about this and was wondering where I can get some direction on this.

If you mean weight based shipping, just uses search at the top of the page. Been explained multiple times.

That's simply because it wasn't asked prior on your behalf. If you're referring to this topic specifically on being closed, it is not the case. As addressed on my previous reply, the topic will be set to: solved since you have pointed to a forum post from your previous reply where a specific extension would suit your needs. From the core, the shipping rules applies to the geographic zones from your OC admin > systems > localisations > geo zones page and from your admin > extensions > extensions > shipping(x) > <your_shipping_module> > edit page (also depending on which shipping extension module you'd be using specifically) and from your admin > systems > settings > add / edit settings page.
Should you be looking for a specific feature with the addressed extension link about this post: viewtopic.php?t=167843#p638439 , please contact the extension developer to gather more information about the shipping rules that can be handled via the OC admin-end.
