I have a site that has free shipping for New Zealand but $35 shipping for Australia.
How do I get both options to show in the checkout?

You don't, because shipping is based on address and address can't have 2 counties.

No sense to show two different shipping method (free and paid) Like the @thekrotek said, because they must be based on geozones and customer address.

To elaborate on what the others have said, OpenCart can dynamically show the appropriate shipping option based on the customer's shipping address. What you'd want to do is:

  1. Add 2 geo zones in System > Localisation > Geo Zones, one for Australia and one for New Zealand.
  2. In the Extensions > Shipping area, set the "Flat Rate" method to be 35.00 and limited to the Australia geo zone.
  3. In the same area, set the "Free Shipping" method to have a total requirement of 0 (so it's always active), and limit it to the New Zealand geo zone.
If for some reason you actually want both options to show all the time, just apply those two shipping methods to "All Zones" instead of the two geo zones. I agree that makes it less useful, though, since customers may pick the wrong shipping option for their delivery address.
