Client wants to have a payment method called "Pay by Phone" -- basically the same as "free checkout" and then from admin side we will call the customer and take Cedit Card payment over the phone and enter the information in on the admin-side of the application.
Where in admin side is that done? I have payment extensions installed, and I can see in sales -> orders where to change the Payment Method -- but when I change it, it doesn't ask for payment information, it just changes the dropdown field. It doesn't ask for CC information, or actually bill anything.

Are you currently using the free checkout module? If not, just change the text from free checkout in your language file, don't forget to do it on the admin side too!
