Downloadable products are pending and can be downloaded without paying !!!!!!!!

It seems that downloadable products (files) are in status PENDING and can be downloaded without paying.
I got several orders but no payement. (comment was all html code)
So all these files got stolen from my shop !!!
What setting can I change to fix this?
Is it a bug?

Downloads can be accessed when the order reaches "Complete" status set in System > Settings > Option. Are you sure you didn't accidentally check "Pending" in there? If so, that's probably why people can access it.
