Not an issue I have come across before on previous opencart stores and for the life of me cant figure out why but Tax is not being added to the product price.
1. Under system > settings > option I have ticked yes on "Display Prices With Tax" (this was the first thing I checked).
2. I only have one Tax rate setup which is at 20% - Geo zone = UK VAT Zone
3. I only have one Tax class setup and the the tax rate is selected
4. Products have the tax class selected
I have included screenshots for more viewing.
Anyone come across this before i see anything im doing wrong and missing i its driving my crazy.

you have selected tax would be calculated based on store address here:- download/file.php?id=34836
but you didn't select any store address in the setting. if you see here
