Its probably obvious, but how do you remove tax from a specific order? Sometimes I have customers who give me their VAT number so VAT can be skipped, but im not sure how to apply that to an order. Ive been doing it in a kinda janky way with a discount code, but is there a way to just exempt an order from taxes?
1. Create a new Customer group
2. got to Tax rates - open your VAT entry
3. check that the new Customer group is NOT activated
4. Move your customers with VAT no. in the new Customer group

If you want to do it using the order editor, the built-in one can't do that, but Edit Order Line Items can. It allows you to add/edit/remove any line items on the order, so you can get rid of the Taxes line item if you want.
If you want to do it *before* the order is placed, you'd have to do it the way maier suggests, by using customer groups. Or, if you wanted it to be automatic when the customer's VAT number is filled in, you could have the Taxes line item disappear by using Ultimate Restrictions. It lets you limit any Order Total line items, including Taxes, and you can do it by any custom field on the customer's order. (I'm assuming the VAT field is an OpenCart custom field, but if it's not, we'll have to discuss that.)
Feel free to take a look at the screenshots and demo site, and if you're interested let me know at www.getclearthinking.com/contact if you have any further questions.
